HERD REBUILDING has yet to begin across the country, despite confident predictions going back literally years. Drouth persists in many areas and has gone on so long in others that substantial range recovery will take a long time even after the rains return. Meanwhile, hefty feeder prices and tight supplies make heifers more valuable to sell than to keep.
