SANTA TERESA, N.M. — The livestock port at Santa Teresa, New Mexico, is scheduled to reopen Thursday, becoming the second port to resume operations under the coordinated, phased reopening plan announced July 24 by Agriculture Secretary Brooke Rollins.
The Douglas, Arizona, port reopened three weeks earlier.
